Senior QHSE Advisor BR_066 (Aberdeen)

Role Summary

Responsible and accountable to ensure Borr Offshore’s compliance with Health, Safety, Environmental and Quality (HSE&Q) regulations for European Offshore Drilling operations. Support offshore operational and onshore management with day to day HSE&Q activities, whether Regulatory, Company or Client specific. Liaise with Client and external regulatory bodies as required.

Key Responsibilities

  • Responsible to act as first point of contact for day-to-day HSE Support for designated rig(s) provide advice and ensure compliance with all relevant HSE regulations for European Offshore Drilling operations
  • Track the implementation and effectiveness of Divisional HSE&Q Activity Plan to ensure objectives are met in an appropriate and timely manner
  • Take a proactive role in encouraging safe working practice, support offshore staff with implementing HSE&Q management systems and support training programs where necessary
  • Maintain effective liaison with Local State Authorities, Client representatives, operational management and offshore personnel
  • Actively participate in and contribute to client, divisional and rig based HSE&Q Meetings, including HAZID, HAZOP, COMOPS etc. as required
  • Review new and revised HSE&Q related coastal state legislation: ensure relevant Borr Management Systems are compliant with changes in legislation and communicate changes to Company’s offshore operations management and onshore management teams
  • Perform Audits and Inspections according to ISO and Borr’s policies and procedures: ensure areas identified for improvement are formalized by means of Corrective and Preventative Actions (CAPAs)
  • Ensure internal and external audits are performed and recorded in line with required standards of quality and accuracy
  • Ensure any non-compliance to regulatory requirements are communicated, addressed and closed off in a timely manner
  • Follow up on any action plans or outstanding points until completion and maintain up to date status reports
  • Ensure rigs Health Safety Environment (Safety) Cases are kept up to date and valid
  • Advise management on preventative and protective measures to control risk
  • Manage and/or conduct any HSE related Incident Investigation: ensure appropriate investigation is carried out effectively, root cause identified and appropriate corrective action is proposed and implemented
  • Ensure any lessons learned are relayed to OIM and any other appropriate personnel and required changes if necessary are implemented
  • Assist in the update and revision of company policies stemming from audits, management reviews and incident follow up
  • Raise Incident Notification’s and Safety Alerts to highlight particular incidents where appropriate and
  • Review and/or carry out work place assessments and where appropriate advise on and coordinate the activities of third parties carrying out such assessments
  • Provide onshore support during Emergency Response situation
  • Create and maintain records and reports of own assessments and reviews
  • Provide input into HSE&Q Themes, Lines and Newsletter
  • Conduct regular offshore and/or shipyard visits sufficient to support rig operations
  • Deputize for HSE&Q Manager during period of absence as required
  • Actively participate in mentoring newly appointed Safety Training Supervisors offshore
  • Take personal responsibility for own continued professional development and undertake any training as required
  • Perform other duties, complete additional tasks and support ad hoc projects as required

Qualifications & Experience

  • High School Maths & English or equivalent
  • Bachelor’s Degree, Diploma HVK in HSE Science or similar, or equivalent experience at Company’s discretion
  • Valid offshore survival and pre-mobilisation certification (ie BOSIET, MIST, CA-EBS, etc.)
  • Extensive experience in an offshore environment or equivalent experience in a HSE&Q capacity
  • Prior working knowledge of regulatory legislation regarding offshore HSE&Q management in designated region
  • Expert knowledge of management system dynamics
  • Good working knowledge of an ISO Management System
  • Lead Auditor ISO Standard
