Role Summary
Lead the Company’s Global Logistics and Customs Compliance Program through the setup and implementation of policies and procedures to manage and control the company materials movements worldwide in the most cost and operational effective manner.
Responsibilities
- Provide technical and strategic guidance and leadership to company’s logistics program worldwide that secures a smooth and cost-effective flow of materials to and from the rigs fleetwide.
- Create and manage customs compliant plans to be followed by all company operations, freight forwarders and customs agents.
- Provide strategic guidelines to all field operations regarding freight and clearance process including the sequence of processes required to be followed by all involved parties including shipyard and/or new build projects.
- Provide and manage all logistics and compliance requirements for any country to country rig move including rig exportation and importation procedures, port clearance requirements, tow vessel(s) arrangements and third party equipment declaration procedures.
- Set tendering procedures and requirements for all logistics services to ensure the best quality of service(s) at the best cost, in accordance with HSE requirements as per company policy.
- Manage and evaluate the freight forwarding contractor(s) in the most professional way by setting KPI matrix to cover; shipping, storage and delivery of materials.
- Provide technical information and accurate statistics regarding the materials shipping and delivery cycle times needed for inventory planning and minimizing cost exposure either in down-time or, unnecessary urgent shipping modes.
- Participate in setting company policies and procedures regarding logistics, freight, storage and transportation.
- Recognize and arrange required training for logistics personnel in both field or corporate office to improve their performance standard.
- Liaise with the logistics departments of company clients regarding all logistics and customs compliance aspects to meet contract requirements.
- Ensure that all customs close-out documentation is completed in due time at the end of each contract as per local legal requirements to avoid losses resulting from client payment withholding.
- Prepare quarterly department review presentation to reflect logistics and customs operations outcome, evaluation, weakness and improvements in addition to future plans and projections.
Qualifications
- At least 15 years of overall experience in 3-PL positions with Oil & Gas companies, 10 of which MUST be with offshore operations.
- Extensive experience in international freight forwarding and shipping procedures in addition to INCO terms.
- Strong knowledge of general customs regulations worldwide.
- Full understanding of global trade compliance, FCPA and OFAC.
- Considerable previous experience with drilling contractor(s) in the department of supply chain.
- Fluency of English language.
- Full understanding of other supply chain functions; i.e. procurement and inventory management.
- Wide exposure to international operations in a multi-culture environment.
- Good understanding of HSE requirements and compliance procedures.
- MUST possess a combination of; strong leadership capabilities with team team-play spirit.
- Unconditional willingness to travel internationally.
- Strong negotiation skills.
- Knowledge of ERP data flow mechanism.
